CCI MSP procurement of kapas in India

The Cotton Corporation of India (CCI) is the Government of India's price-support agency for raw seed cotton (kapas). When market price drops below the announced Minimum Support Price (MSP), CCI is required to procure kapas at MSP from any farmer who offers grade-conforming produce — an open-ended commitment with no quantity cap.

Scope and launch

CCI was incorporated in 1970 under the Ministry of Textiles. It became the designated MSP agency for cotton in 1971-72. Unlike most other crops where state agencies handle procurement, cotton MSP operations across India are run by CCI directly through its branch network — approximately 470 procurement centres in a normal season, spread across the central (Maharashtra, Gujarat, Madhya Pradesh), south (Telangana, Andhra Pradesh, Karnataka, Tamil Nadu) and north (Punjab, Haryana, Rajasthan) cotton zones (Cotton Zone System Cicr).

MSP structure

CACP recommends and the Cabinet Committee on Economic Affairs notifies two MSP rates for kapas each Kharif season:

For 2024-25, MSP was set at approximately Rs 7,121/q (medium staple) and Rs 7,521/q (long staple). Desi cotton is procured under the medium-staple rate after grade certification.

Eligibility and grade

Farmer eligibility is open — any farmer bringing kapas to a CCI procurement centre is eligible, irrespective of land holding or scheme registration. The kapas must meet Fair Average Quality (FAQ) standard — moisture content not exceeding 12%, no excessive trash, undamaged lint, free from contamination. Sub-FAQ produce is rejected or accepted at a price cut.

Implementation

CCI operates two distinct modes:

  • MSP operations: triggered when market price falls below MSP. CCI buys at MSP and bears the loss on resale; the loss is reimbursed by the Government of India.
  • Commercial operations: when market prices are above MSP, CCI may still procure on commercial terms competing with private traders. This stabilises supply for the public-sector textile mills (NTC) and exports.

Procurement is conducted at notified mandis. Payment is by direct bank transfer to the farmer's account, typically within 48-72 hours of grading. CCI then arranges ginning at empanelled gins and sells the lint bales through e-auctions.

Recent procurement scale

In Kharif 2022-23 — a high market-price year — CCI MSP procurement was minimal (~ 0.5 million bales). In Kharif 2023-24, with market prices closer to MSP, procurement reached approximately 3.0 million bales. The capability to absorb the entire crop if needed differentiates cotton MSP from many other crops.
