MGNREGS x agriculture: convergence works

The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) — the central rural-wage-employment programme guaranteeing 100 days of unskilled manual work per rural household per year — is now the single largest funding source for on-farm and common-land development works in India. Under Schedule I of the MGNREGA Act, an explicit list of agricultural works is permissible, and successive Ministry of Rural Development circulars push state governments to converge MGNREGS labour-funded works with the Department of Agriculture's input-and-machinery subsidies.

Scope: which agricultural works are permissible

Schedule I of the MGNREGA Act lists works in the following categories that touch agriculture directly:

  • Water conservation and harvesting: farm ponds, percolation tanks, check dams, recharge pits, watershed-based contour trenches, gully control, sub-surface dykes
  • Drought-proofing: afforestation, horticultural plantations including mango, sapota and pomegranate, social forestry on farmers' fields
  • Irrigation infrastructure: new minor irrigation canals, field channels, on-farm distribution networks, repair of existing structures
  • Land development: land levelling, contour bunding, stone bunding, deep ploughing of waste land, reclamation of saline and alkaline soils
  • Individual beneficiary works on SC/ST, BPL, IAY, small/marginal-farmer lands: dug-wells, farm ponds, horticulture nurseries, agro-forestry blocks, livestock sheds
  • Animal-husbandry assets: cattle, goat, sheep and poultry sheds, fodder plots
  • Fisheries: pond construction in seasonal water bodies and traditional ponds

Implementation through convergence

Convergence in practice means that two budgets fund a single physical asset. Example: a MIDH horticulture plantation gives a farmer Rs 30,000-50,000 per acre for saplings and inputs; MGNREGS supplements this with wage payments for pit-digging, planting and 3-year maintenance labour. Similarly an APMIP drip subsidy (APMIP) provides the hardware while MGNREGS pays for trenching, lateral laying and electric-pump foundation. The 60:40 wage-to-material ratio under MGNREGS shapes which works qualify.

Eligibility and how farmers register

For common works (farm ponds on public land, contour bunding on watersheds) any registered MGNREGS job-card-holder household can demand work and be paid the notified state wage. For individual beneficiary works on a farmer's own field, the household must hold a MGNREGS job card and the farmer must fall into one of the priority categories — small/marginal farmer (under 5 acres), SC/ST, BPL, woman-headed household, PVTG, or beneficiary of land reform / IAY. The farmer applies through the gram panchayat; the work is technically sanctioned by the BDO and Mandal Agriculture Officer.

State-level convergence circulars

Andhra Pradesh, Telangana, Karnataka, Maharashtra and Madhya Pradesh have all issued joint circulars between Rural Development, Agriculture and Horticulture departments specifying which DoA scheme heads (MIDH, RKVY, NHM, APMIP) can be converged with which MGNREGS work category, and listing model estimates for typical convergence works.

Limitations

Schedule I limits MGNREGS to manual unskilled work; mechanised earthmoving on private land is not permissible. Wage payment delays beyond 15 days have been a persistent issue, eroding farmer confidence in convergence schemes. Several states have under-utilised convergence allocations because line-department coordination is weak. MGNREGS works on private land remain restricted to the priority-category households listed above.
