Fertilizer Subsidy and Urea Policy

India operates two parallel fertilizer subsidy regimes administered by the Department of Fertilizers under the Ministry of Chemicals & Fertilizers: a statutory price-control system for urea and a Nutrient-Based Subsidy (NBS) system for phosphatic and potassic (P&K) fertilizers. Together they make up one of the largest line-items in the Union government's central sector subsidy outlay.

Overview

Urea is sold to farmers at a statutorily fixed maximum retail price (MRP), and the gap between the manufacturer's cost-plus price and the MRP is reimbursed by the Centre. P&K grades such as DAP, MOP, MAP, SSP and complex NPK fertilizers are sold at market-determined retail prices, but a fixed per-kilogram subsidy is paid by the Centre on their nitrogen, phosphorus, potash and sulphur content.

Eligibility

All Indian farmers purchasing certified fertilizers through licensed retail outlets receive the benefit automatically through the retail price. The Direct Benefit Transfer (DBT) reform routes the subsidy claim to manufacturers only after the bag is sold to a beneficiary identified at the point-of-sale (PoS) device.

Benefit and structure

  • Urea: MRP statutorily fixed at around Rs 268 per 45-kg bag since 2018, with the cost-MRP gap reimbursed to manufacturers
  • NBS: launched in April 2010, covering 28 P&K grades with per-kg subsidies notified separately for N, P, K and S nutrients
  • Nano Urea: IFFCO Nano Urea (liquid) entered commercial production on 1 August 2021 at the Kalol plant and is promoted as a foliar substitute to cut import dependence and over-application

Implementation

The Department of Fertilizers, supported by FAI and IPNI norms, notifies subsidy rates and operates the integrated Fertilizer Monitoring System with PoS-based sale tracking. The policy interacts with crop-level recommendations issued by ICAR-KVKs (see Kvk Bio Input Resource Centre) and with micro-irrigation programmes that aim to improve nutrient-use efficiency (see Pmksy Micro Irrigation Subsidy).
