Sericulture subsidy schemes (Silk Samagra / state SHM)

Central and state sericulture subsidy schemes finance the principal nodes of the silk value chain — mulberry plantation, kissan nurseries, irrigation, chawki rearing centres, rearing sheds and reeling and twisting machinery. The central anchor is Silk Samagra, the Integrated Scheme for Development of Silk Industry (ISDSI) of the Central Silk Board (Ministry of Textiles); state sericulture departments add complementary State Horticulture and Sericulture Mission (SHM) lines.

Overview

Silk Samagra was first launched in 2017-18 (Silk Samagra-1) and renewed as Silk Samagra-2. It covers all four silk varieties — mulberry, tasar, eri and muga — and channels capital subsidy alongside research, extension and market development support.

Eligibility

Registered sericulturists, FPOs, cooperatives and rural entrepreneurs in notified sericulture districts can apply. Each component has its own unit-cost norm and beneficiary category (general / SC / ST / women), and approvals are routed through state sericulture departments and Central Silk Board field offices.

Benefit and structure

Covered components include:

  • Mulberry plantation and kissan nurseries
  • Drip irrigation for mulberry (often layered with Pmksy Micro Irrigation Subsidy)
  • Chawki rearing centres
  • Rearing sheds and mountages
  • Improved and automatic reeling and twisting equipment

Cost-sharing typically follows a 50:25:25 (centre:state:beneficiary) pattern for general beneficiaries, with higher central and state shares for reserved categories.

Implementation

The Central Silk Board issues ISDSI Implementation Guidelines and disburses central share through state sericulture departments. State SHMs handle field verification, beneficiary selection and subsidy release. Many beneficiaries combine sericulture subsidy with KCC or AIF credit (see Nabard Agri Infrastructure Fund).
