PM-KISAN (Pradhan Mantri Kisan Samman Nidhi)

Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) is a central sector Direct Benefit Transfer scheme administered by the Department of Agriculture & Farmers Welfare. It was launched on 24 February 2019 in Gorakhpur, Uttar Pradesh, and transfers a flat income-support amount to eligible landholding farmer families directly into Aadhaar-seeded bank accounts.

Overview

The scheme pays Rs 6,000 per year to each eligible farmer family in three equal instalments of Rs 2,000, released at four-monthly intervals. Funds flow from the Centre directly to beneficiaries, bypassing state treasuries, and are credited to Aadhaar-linked bank accounts after eKYC validation.

Eligibility

The benefit is open to all landholding farmer families with cultivable land recorded in their name, subject to exclusion criteria. Excluded categories include income-tax payers, serving and retired government employees above specified pay levels, professionals such as doctors, engineers, lawyers and chartered accountants registered with statutory bodies, and constitutional functionaries. Land records and Aadhaar-linked eKYC are the primary verification instruments.

Implementation

The Department of Agriculture & Farmers Welfare in the Ministry of Agriculture & Farmers Welfare administers the scheme through the pmkisan.gov.in portal. State revenue and agriculture departments are responsible for collecting and verifying farmer data, while Aadhaar seeding and eKYC are mandatory prerequisites for instalment release.
