Silk Samagra / Central Silk Board Sericulture Subsidy

Silk Samagra is the Central Silk Board's Integrated Scheme for Development of Silk Industry (ISDSI), the umbrella central scheme for the Indian sericulture value chain. It is administered by the Ministry of Textiles and provides cost-shared capital subsidy and technical support to registered sericulturists, producer collectives and rural entrepreneurs.

Overview

Silk Samagra was first launched in 2017-18 (Silk Samagra-1) and has been renewed as Silk Samagra-2. The scheme spans the four cultivated silk varieties — mulberry, tasar, eri and muga — and covers research and development, seed organisations, extension and quality certification in addition to capital subsidy on production assets.

Eligibility

Registered sericulturists, FPOs and cooperatives in notified sericulture districts are eligible. Beneficiary categories differentiate general from SC, ST and women applicants, with higher central and state shares for reserved categories. Each component has a notified unit-cost norm and a per-beneficiary cap.

Benefit and structure

Subsidised components include:

  • Mulberry plantation and kissan nurseries
  • Irrigation infrastructure for mulberry
  • Chawki rearing centres with controlled incubation
  • Rearing sheds and improved mountages
  • Automatic and improved reeling and twisting machinery

Cost-sharing for general beneficiaries follows a 50:25:25 pattern (centre : state : beneficiary), with variations across components and beneficiary categories.

Implementation

The Central Silk Board issues ISDSI Implementation Guidelines and operates field offices alongside state sericulture departments, which handle beneficiary identification, sanction and inspection. Many silk farmers combine Silk Samagra subsidy with state SHM benefits (see Sericulture Subsidy Schemes) and PMKSY drip-irrigation support (see Pmksy Micro Irrigation Subsidy) for the mulberry block.
