Pradhan Mantri Matsya Sampada Yojana (PMMSY) pond subsidy
Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a centrally sponsored flagship scheme of the Department of Fisheries under the Ministry of Fisheries, Animal Husbandry & Dairying. It bundles capital assistance for new pond construction, hatcheries, cages, recirculatory aquaculture systems and post-harvest infrastructure under a single umbrella.
Overview
PMMSY was launched in September 2020 for the five-year period 2020-21 to 2024-25 with a total outlay of Rs 20,050 crore, the largest-ever investment in the Indian fisheries sector. The scheme is structured along beneficiary-oriented activities (private aquaculture infrastructure) and non-beneficiary-oriented activities (public infrastructure such as fishing harbours and disease laboratories).
Eligibility
Eligible beneficiaries for pond and hatchery components include fish farmers, fish workers, fish vendors, Fish Farmer Producer Organisations, Self-Help Groups, cooperatives, entrepreneurs and registered companies. Beneficiaries must hold or lease the project land and operate through state fisheries departments.
Benefit and structure
Central assistance for beneficiary-oriented activities, including new pond construction, follows a graded pattern:
- 40% of unit project cost for the general category
- 60% of unit project cost for Scheduled Caste, Scheduled Tribe and women beneficiaries
Unit-cost norms for pond construction and other components are notified by the National Fisheries Development Board (NFDB).
Implementation
NFDB is the apex implementing agency at the central level, with state fisheries departments responsible for ground-level beneficiary identification, sanction, inspection and release. Project flow is integrated with credit support from KCC (Kisan Credit Card Kcc) on its allied-sector component and with longer-term infrastructure financing through Nabard Agri Infrastructure Fund.
