IKP paddy procurement (Telangana MSP centres)

The Telangana State Civil Supplies Corporation (TSCSC) opens paddy purchase centres each kharif and rabi season to procure paddy at the Centre's Minimum Support Price. Field operations are delegated to a network of village-level procurement agents — Indira Kranti Patham (IKP) Self-Help Groups, Primary Agricultural Cooperative Societies (PACS), Integrated Tribal Development Agencies (ITDA) and District Cooperative Marketing Societies (DCMS).

Overview

The state procures paddy from registered farmers in paddy-growing districts during the official procurement window. Centres are mapped to specific villages, and farmer registration is linked to crop area declarations and land records. The procured grain is custom-milled to rice and routed into the central pool for the Public Distribution System.

Eligibility

Any farmer who has registered the season's paddy crop with the agriculture department is eligible to sell at a designated procurement centre subject to quality checks. Procurement is gated by a moisture cap of 17%, in line with central procurement guidelines.

Benefit and structure

  • Price: Minimum Support Price notified by the Government of India on the recommendation of the Commission for Agricultural Costs & Prices (see Msp Minimum Support Price)
  • Payment: Direct Benefit Transfer into the farmer's bank account after weighment, gunny-bagging and despatch acknowledgement
  • Coverage: paddy purchased from across the state, with concentration in the Telangana paddy bowl of Karimnagar, Nizamabad and Khammam belts

The Telangana government has periodically layered state-level bonuses on top of MSP for fine paddy varieties (see Telangana Fine Paddy Bonus).

Implementation

IKP groups, PACS, ITDA and DCMS run the centre-level weighbridge and bag-stacking operations, with TSCSC officers conducting quality inspection. The Paddy Procurement System (pps.telangana.gov.in) tracks farmer registration, daily arrivals and payment status.
