National Livestock Mission (NLM)

The National Livestock Mission (NLM) is a centrally sponsored scheme of the Department of Animal Husbandry & Dairying under the Ministry of Fisheries, Animal Husbandry & Dairying. It has been in operation since 2014-15 and was realigned from FY 2021-22 with a strong Entrepreneurship Development Programme (NLM-EDP) component focused on sheep, goat, piggery and rural poultry value chains.

Overview

NLM combines breed improvement, fodder development, extension and entrepreneurial subsidy. The realigned scheme funnels capital subsidy to entrepreneurs and producer collectives setting up commercial livestock units, alongside parallel components on indigenous breed conservation and fodder block production.

Eligibility

Eligible applicants under NLM-EDP include individual entrepreneurs, Farmer Producer Organisations, Self-Help Groups, Section 8 companies, registered cooperatives and joint liability groups. Applications and credit appraisal are routed through scheduled commercial banks via the nlm.udyamimitra.in portal, with NABARD and SIDBI handling refinance and project assessment.

Benefit and structure

NLM-EDP capital subsidy:

  • Pattern: 50% of project cost, released in two equal instalments after project milestones
  • Ceiling on sheep and goat units: Rs 50 lakh per project
  • Ceiling on piggery units: Rs 30 lakh per project
  • Ceiling on rural poultry hatcheries: Rs 25 lakh per project

Subsidy is back-ended and released against bank-linked term-loan disbursement.

Implementation

The Department of Animal Husbandry & Dairying issues annual operational guidelines and notifies eligible activities. Project sanction by the lender, inspection by the state animal husbandry department and milestone-linked release through NABARD/SIDBI are the standard implementation flow. NLM dovetails with KCC allied-sector limits (see Kisan Credit Card Kcc) and infrastructure financing through AIF (see Nabard Agri Infrastructure Fund).
