Bollgard-III, Roundup Ready Flex — భారత్లో regulatory status
Bollgard-III (BG-III) — తదుపరి తరం Bt పత్తి stack. ఇది ప్రస్తుత Cry1Ac+Cry2Ab Bollgard-II stack (Bt Cotton Bg Ii) కు మూడవ insecticidal ప్రోటీన్ (Vip3A) జోడిస్తుంది. Roundup Ready Flex (RRF) — over-the-top glyphosate స్ప్రే తట్టుకునే herbicide-tolerance trait. ఈ రెండిటిలో ఏదీ భారత్లో commercial సాగుకు ఆమోదం పొందలేదు, కానీ మహారాష్ట్ర, తెలంగాణ, గుజరాత్లో అనధికార విత్తనంగా రెండూ తిరుగుతున్నాయి.
BG-III ఎందుకు ముఖ్యం
పింక్ బోల్వార్మ్ — Cry1Ac, Cry2Ab రెండింటికీ field resistance develop చేసుకుంది — Cotton Bollworm Resistance Bt Failure, Pink Bollworm చూడండి. Vip3A — midgut లో వేరే receptors తో bind అవుతుంది, Cry proteins తో cross-resistance లేదు. కాబట్టి దీన్ని stack చేస్తే — transgenic రక్షణను తిరిగి పొందవచ్చు. Bayer/Monsanto 2016 లో BG-III application ను భారత్లో withdraw చేసింది — royalty caps, National Seed Price Control Order పై విధాన వివాదాల తర్వాత. 2024 వరకు కొత్త application లేదు.
Roundup Ready Flex
RRF — glyphosate-tolerant 5-enolpyruvylshikimate-3-phosphate synthase (EPSPS) gene ను BG-II తో stack చేస్తుంది. చేతి కలుపు తీయడం (Cotton Weed Management), రైతులు ఇప్పుడు వాడే ఖరీదైన directed స్ప్రేలు (Roundup Ready Cotton Regulatory) — వీటికి బదులు పంటపైనే glyphosate స్ప్రే చేయవచ్చు. GEAC application ను నిలిపివేసింది — (a) glyphosate residues, (b) weed-resistance పెరగడం, (c) stacked HT events కు ఆమోద మార్గాలు లేకపోవడం — ఈ ఆందోళనలను ఉదహరిస్తూ.
అనధికార సాగు
Down to Earth, SciDev investigative నివేదికల ప్రకారం — మహారాష్ట్ర, తెలంగాణ పత్తి area లో 7-15% అనధికార HtBt విత్తనానికి విత్తుతున్నారు. ఈ విత్తనం — branding లేకుండా లేదా తప్పుదోవ పట్టించే లేబుళ్లతో అమ్ముతున్నారు. Field-level enforcement పేలవం; seizures జరుగుతున్నా, prosecutions అరుదు. పక్క non-HT పత్తికి, intercropped పప్పుధాన్యాలకు glyphosate drift damage సంఘటనలు నమోదయ్యాయి.
విధాన చర్చ
Cotton Association of India వంటి పరిశ్రమ సంస్థలు — విస్తృత de facto adoption ను ఉదహరిస్తూ — BG-III, RRF ఆమోదించాలని, లేదా బ్యాన్ను సమర్థంగా అమలు చేయాలని GEAC ను కోరాయి. Civil society — seed-system governance, royalty structure, ఇతర అనధికార GM events కు ఇది precedent అయ్యే విషయంపై ఆందోళన వ్యక్తం చేసింది.
రైతులకు ప్రభావం
ఈ events ఆమోదించబడే వరకు — అనధికార HtBt విత్తే రైతులు seed-replacement రిస్క్ ఎదుర్కొంటారు (పంట విఫలమైతే insurance recourse లేదు), off-type purity గ్యారెంటీ ఉండదు. మిల్లర్లు కూడా — HT పత్తి కలిసిన బేల్ లాట్ల వల్ల traceability standards కింద export documentation సంక్లిష్టమవుతుందని నివేదిస్తున్నారు.
