FCI procurement mechanism and decentralised procurement

FCI procurement — Centralised vs Decentralised Procurement

Food Corporation of India (FCI) వరి, గోధుమ MSP procurement చేసే కేంద్ర సంస్థ. Public Distribution System (PDS) కోసం central pool, National Food Security Act 2013 ప్రకారం strategic buffer stock — రెండు పనులు చేస్తుంది. Food Corporations Act 1964 కింద ఏర్పడిన ఈ సంస్థ Department of Food and Public Distribution (DFPD) కింద పనిచేస్తుంది.

రెండు procurement పద్ధతులు — CPS vs DCP

FCI procurement రెండు రకాలుగా జరుగుతుంది:

  • Centralised Procurement Scheme (CPS): FCI తన zonal offices ద్వారా రాష్ట్ర agencies తో కలిసి వరి, గోధుమ నేరుగా కొనుగోలు చేస్తుంది. స్టాక్ FCI godowns కి తరలించి, మొత్తం economic cost FCI భరిస్తుంది.
  • Decentralised Procurement Scheme (DCP): రాష్ట్ర ప్రభుత్వాలు, వాటి agencies రాష్ట్రంలోనే procurement, storage, PDS distribution చేస్తాయి. కేంద్రం economic cost reimburse చేస్తుంది. PDS అవసరానికి మించిన స్టాక్ FCI కి central pool కోసం ఇస్తాయి.

DCP 1997-98లో మొదలుపెట్టారు. ఇప్పుడు Chhattisgarh, MP, Odisha, బెంగాల్, బీహార్, తమిళనాడు, కర్ణాటక, తెలంగాణ (వరి), ఆంధ్రప్రదేశ్ (వరి) లాంటి రాష్ట్రాల్లో ఉంది.

రాష్ట్ర agency భాగస్వాములు

DCP రాష్ట్రాల్లో: తెలంగాణ State Civil Supplies Corporation (చూడండి Ikp Paddy Procurement), AP State Civil Supplies Corporation, పంజాబ్‌లో Pungrain/Markfed/Punsup, Chhattisgarh State Marketing Federation, Odisha State Civil Supplies Corporation. పంజాబ్, హర్యానాలో గోధుమకు FCI సొంత సిబ్బందే procurement చేస్తుంది.

Procurement workflow

CACP MSP ప్రకటించాక procurement window తెరుస్తారు — kharif వరికి అక్టోబర్, rabi గోధుమకు ఏప్రిల్. రైతు notified mandi/procurement కేంద్రానికి తెస్తాడు. FAQ (Fair Average Quality) ను moisture meter, visual grading తో పరిశీలిస్తారు. weighment తర్వాత procurement slip ఇచ్చి MSP ను Aadhaar-linked bank account లో DBT ద్వారా 48-72 గంటల్లో (DCP లో) జమ చేస్తారు. CPS లో కొంచెం ఎక్కువ సమయం పడుతుంది.

ఆర్థిక ఖర్చు

Economic cost (MSP + statutory charges + handling + storage + transport) central food subsidy కి బేస్. NFSA కింద PDS issue price (Rs 2/kg గోధుమ, Rs 3/kg బియ్యం) తో economic cost మధ్య తేడాను కేంద్రం భరిస్తుంది. Union budget లో food subsidy ఖర్చులో FCI అతిపెద్ద consumer.

Shanta Kumar Committee (2015) — surplus రాష్ట్రాల్లో procurement ను రాష్ట్ర agencies కి ఇచ్చేయాలి, FCI buffer stock, deficit రాష్ట్రాలపై focus చేయాలి అని సిఫారసు చేసింది. Storage losses, godown shortage, పంజాబ్-హర్యానా పై అతి ఆధారపడడం — ముఖ్యమైన విమర్శలు.
