యూరోపియన్ యూనియన్, యునైటెడ్ కింగ్‌డమ్, ఇతర importing markets యొక్క maximum residue limit (MRL) regime భారత table-grape ఎగుమతులపై అతిపెద్ద non-tariff constraint. GrapeNet (Grapenet Apeda Traceability) traceability scheme కింద మహారాష్ట్ర నుండి EU కు shipping అయ్యే ప్రతి consignment సుమారు 200 pesticide residues కు 0.01 mg/kg కు తక్కువ limits వద్ద లాబొరేటరీ test pass కావాలి.

Principle

EU Regulation 396/2005 ద్రాక్షపై specifically authorise కాని ఏ active ingredient కైనా default MRL ను 0.01 mg/kg గా set చేస్తుంది. EU authorisation ఉన్న ingredients కు crop-specific MRL ఉంటుంది, కొన్నిసార్లు ఎక్కువ; కానీ listed MRL కంటే ఎక్కువ residue ఉంటే consignment reject, port of entry వద్ద destruction, EU Rapid Alert System for Food and Feed (RASFF) లో exporter listing, మొత్తం భారత పరిశ్రమకు reputational damage. Procedure

GrapeNet లో APEDA compliance procedure:

  • Season ముందు farm plot registration APEDA తో — GPS plot, area, variety, planting year, irrigation source సహా.
  • Stage-wise spray diary ప్రతి spray తర్వాత grower లేదా facilitator update చేస్తారు — active ingredient, dose, date, pre-harvest interval తో.
  • Pre-harvest residue testing NABL-accredited lab ద్వారా composite bunch sample నుండి; APEDA-approved labs లో NRCG Pune లోని National Residue Levels (NRL) lab, Equinox Labs, SGS, TUV.
  • Conformity certificate issue అన్ని residues relevant import MRLs కంటే తక్కువ అయితే మాత్రమే; అప్పుడే consignment shipment కు authorise.
  • Border re-test incoming consignments sample మీద EU border control ద్వారా; fail అయితే RASFF trigger.

పరిమితులు

  • తరచుగా EU MRL revisions (chlorpyrifos, chlorothalonil, mancozeb వంటివి తగ్గించబడ్డాయి) వల్ల once-acceptable molecules non-compliant అవుతాయి.
  • Resistance management constrained: downy mildew, powdery mildew కు MRL-safe list లో కొన్ని molecule classes మాత్రమే మిగిలాయి.
