Rythu Bharosa Kendra (RBK) అనేది మే 2020 లో ఆంధ్రప్రదేశ్ ప్రభుత్వం మొదలుపెట్టిన గ్రామ-స్థాయి వ్యవసాయ సేవా సంస్థ. RBK లను inputs, advisory, procurement, scheme సేవల కోసం single-window delivery point గా మొదలుపెట్టారు; ప్రతి Village Secretariat కు ఒక RBK. అనంతపురం జిల్లాలో సుమారు 1,000 RBK ల network ఉంది - ఎక్కువగా మెట్ట, scattered settlement వలన ఇది రాష్ట్రంలోనే అతి పెద్ద network లలో ఒకటి.

ముఖ్య లక్షణాలు

మే 2020 లో ఆంధ్రప్రదేశ్‌లో సుమారు 10,778 గ్రామ clusters లో rollout అయింది, Village Secretariat తో co-located గా. ప్రతి RBK లో Agriculture Assistant (పంటను బట్టి Horticulture/Veterinary Assistant), internet-enabled kiosk, చిన్న input storage room, price-display screen ఉంటాయి. World Bank, FAO, NITI Aayog ఈ model ను village-level extension delivery innovation గా గుర్తించాయి.

అర్హత

RBK కు mapped గ్రామంలోని ఏ రైతు అయినా register చేసుకుని సేవలు పొందవచ్చు - landowner రైతులు, CCRC ఉన్న కౌలు రైతులు, family members. Extension advisory, grievance సేవలకు ప్రత్యేక అర్హత లేదు; scheme-specific అర్హత మాత్రం వర్తిస్తుంది.

సేవలు

  • Inputs: certified seed, ఎరువు (urea, DAP, complexes), bio-pesticides, చిన్న farm tools - e-RBK platform ద్వారా notified rates కు.
  • Advisory: weather forecasts (ANGRAU Agromet తో), package-of-practice సలహాలు, పురుగు-తెగుళ్ళ alerts, soil-test సిఫారసులు.
  • Procurement: వరి, జొన్న, బజ్రా, రాగి, మొక్కజొన్న, కంది, మినుములు, పెసలు, వేరుశెనగ MSP కు procurement - రాష్ట్ర empanelled agencies RBK roll ద్వారా.
  • Scheme delivery: Rythu Bharosa నగదు (Rythu Bandhu Rythu Bharosa), PMFBY (Pmfby Crop Insurance), కరువు input subsidy (Drought Relief Input Subsidy Ap), crop insurance claims, YSR Free Crop Insurance pay-outs కు enrolment, grievance.
  • e-Crop: AP e-Crop platform లో real-time పంట registration - downstream entitlements కు anchor.

అమలు

అనంతపురం జిల్లాలో RBK లను District Joint Director of Agriculture నడిపిస్తారు; మండల Assistant Directors Agriculture Assistants ను supervise చేస్తారు. Notified drought సంవత్సరాల్లో RBK State Drought Mitigation Cell (Ap Drought Mitigation Cell), Neeru-Meeru (Neeru Meeru Watershed Ap) watershed roll తో అనుసంధానంగా పనిచేస్తుంది. Kiosk e-NAM (E Nam Electronic National Agriculture Market) తో integrate అయి nearby market ధరల సమాచారం ఇస్తుంది.

రైతులు ఎలా engage అవ్వాలి

రైతు తన గ్రామ RBK కు వెళ్ళి Aadhaar, household land record తో identity verification చేసుకోవాలి. ప్రతి plot కు ప్రతి season e-Crop registration ఒకసారి తీసుకుంటారు - దాని ఆధారంగానే downstream benefits అన్నీ. Grievance లను kiosk లో file చేసి online track చేయవచ్చు.
