APSHM అనేది కేంద్ర ప్రాయోజిత Mission for Integrated Development of Horticulture (MIDH) ను రాష్ట్ర స్థాయిలో అమలు చేసే ఏజెన్సీ; దీనితో పాటు రాష్ట్రం స్వంత నిధులతో నడిచే అదనపు horticulture programmes కూడా ఉన్నాయి. AP ప్రభుత్వ Horticulture Department కింద పనిచేస్తుంది. AP లోని 26 జిల్లాల్లో పండ్లు, కూరగాయలు, మసాలాలు, పూల పంటలకు area expansion, protected cultivation, drip irrigation, post-harvest infrastructure, HR development కు సబ్సిడీలు ఇస్తుంది.

Scope, launch

MIDH National Horticulture Mission (NHM) ను 2014-15 లో subsume చేసినప్పుడు APSHM ను MIDH కింద ఏర్పాటు చేశారు. AP లో horticulture development కు ముఖ్య state vehicle - YSR కడప (citrus), చిత్తూరు, అన్నమయ్య (మామిడి, టమాట), అనంతపురం, శ్రీ సత్యసాయి (మామిడి, దానిమ్మ, సీతాఫలం, టమాట), పశ్చిమ గోదావరి (oil palm, అరటి, కొబ్బరి), కృష్ణా, ఏలూరు (అరటి, మామిడి).

అర్హత

మిషన్ - వ్యక్తిగత రైతులు, FPOలు, SHGలు, cooperatives, registered companies ను support చేస్తుంది. ఎక్కువ sub-components చిన్న, ఉపాంత రైతులకే (2 ha కంటే తక్కువ భూమి) target; పండ్ల పంటల area expansion కు per-beneficiary cap 4 ha (ముఖ్య beneficiary కు 2 ha + spouse కు 2 ha) MIDH financial norms ప్రకారం. Sericulture, oil palm, bamboo ను వేరే central missions కింద handle చేస్తారు.

Benefit structure

  • Funding pattern: MIDH కింద 60:40 (Centre:State), specific items కు state-only top-up
  • మామిడి orchard establishment: input cost మీద 40% సబ్సిడీ, మొక్కల survival audit ఆధారంగా 3 సంవత్సరాల్లో 60:20:20 ratio లో
  • Drip irrigation: చిన్న/ఉపాంత/SC/ST రైతులకు 90% సబ్సిడీ; ఇతరులకు 80% (PMKSY-Per Drop More Crop తో కలిపి ఇస్తారు)
  • Protected cultivation: naturally ventilated polyhouse, shade-net house కు per-beneficiary 4000 sq m వరకు 50% సబ్సిడీ
  • Post-harvest: pack-houses, pre-cooling units, ripening chambers, reefer vans కు 50% సబ్సిడీ (per project type cap)
  • Farm pond, mulching, INM/IPM: state norms ప్రకారం 40-50% సబ్సిడీలు

అమలు

State Mission Director - principal officer; field implementers - District Horticulture Officers. Applications horticulture.ap.gov.in portal ద్వారా online, village agriculture assistants (RBKs - రైతు భరోసా కేంద్రాలు) ద్వారా submit చేయాలి. Geo-tagged plot verification, plant survival audits, Aadhaar-seeded bank account కు DBT-style benefit transfer - ఇవి ప్రామాణికం. Rythu Bharosa, FPO formation, cold-chain projects తో convergence ను ప్రోత్సహిస్తారు.

రైతులు ఎలా register అవ్వాలి

రైతులు భూమి papers, Aadhaar, bank passbook, తాత్కాలిక project proposal తో దగ్గరి Rythu Bharosa Kendra (RBK) లేదా జిల్లా Horticulture Officer ను సంప్రదించాలి. Online registration horticulture.ap.gov.in portal లో "Schemes & Subsidies" కింద. Beneficiary selection - వార్షిక జిల్లా allocation ఆధారంగా first-come-first-served; SC/ST/మహిళలకు రాష్ట్ర policy ప్రకారం reservation.
