కేంద్ర ప్రభుత్వం ఐదు ప్రధాన పప్పుధాన్యాలు - కంది (tur/arhar), మినప (urad), పెసర (moong), శనగ (chana), మసూర్ (lentil) - mandi modal ధరలు MSP కంటే తగ్గినప్పుడు notified MSPs వద్ద procure చేస్తుంది. ఇది DA&FW Price Support Scheme (PSS) క్రింద జరుగుతుంది; NAFED central nodal agency గా రాష్ట్ర cooperative federations ద్వారా పనిచేస్తుంది.

CACP సిఫారసు మేరకు పప్పుధాన్యాలకు MSPs ఏడాదికి రెండుసార్లు Cabinet Committee on Economic Affairs ప్రకటిస్తుంది - ఖరీఫ్ విత్తనం ముందు (కంది, మినప, పెసర), రబీ ముందు (శనగ, మసూర్). ఇటీవలి MSPs (Rs/quintal):

  • కంది (అర్హర్): 6,300 (2022-23), 7,000 (2023-24), 7,550 (2024-25)
  • మినప (urad): 6,600 (2022-23), 6,950 (2023-24), 7,400 (2024-25)
  • పెసర (moong): 7,755 (2022-23), 8,558 (2023-24), 8,682 (2024-25) - పప్పుధాన్యాల్లో అత్యధిక MSP
  • శనగ (chana): 5,335 (RMS 2023-24), 5,440 (2024-25), 5,650 (2025-26)
  • మసూర్: 6,000 (RMS 2023-24), 6,425 (2024-25), 6,700 (2025-26)

2018-19 నుండి అన్ని పప్పుధాన్యాల MSPs C2+50% framework మీద compute (comprehensive cost + imputed land rent + capital cost మీద 50% margin).

అర్హత

పప్పుధాన్యాలు ఉత్పత్తి చేసే రాష్ట్రాల (మహారాష్ట్ర, కర్ణాటక, MP, రాజస్థాన్, AP, తెలంగాణ, UP, గుజరాత్, TN, ఒడిశా) registered రైతులు NAFED-designated procurement centres కు అమ్మవచ్చు - ఈ shartulu తీరితే:

  • Mandi ధరలు కనీసం 3 వరుస రోజులు MSP కంటే తక్కువ, మరియు
  • రాష్ట్ర ప్రభుత్వం procurement request, DA&FW operation notify చేయాలి
  • గింజ Fair Average Quality (FAQ) specs తీర్చాలి (max 12% తేమ, max 3% foreign matter, max 5% damaged)
  • రాష్ట్ర procurement portal (e-Samriddhi, AGRISNET వంటివి) లో రైతు land record, ఆధార్, ఆధార్-linked bank account తో register
  • ఒక్కో రైతు cap సాధారణంగా 25-40 quintals/season

ప్రయోజనం, నిర్మాణం

Payment notified MSP వద్ద ఆధార్-linked accounts లోకి delivery తర్వాత 7-15 రోజుల్లో. రాష్ట్ర cooperative federations (APMARKFED, TSCMF, KSCMF, MAHFED, MARKFED, RAJFED, MPMARKFED) physical procurement centres నడుపుతాయి; gunny, transport, handling, storage, interest costs PSS నుండి reimburse. Procure అయిన stock Price Stabilisation Fund క్రింద NAFED-managed 20-30 lakh tonnes buffer లోకి - తర్వాత ఈ విధంగా dispose:

  • Bharat Dal retail brand (శనగ dal Rs 60/kg, moong dal Rs 107/kg)
  • PDS, welfare-scheme supply (mid-day meal, ICDS, ICDS-Saksham)

  • Inter-state transfers, DGFT permission తో exports

అమలు

Peak procurement సంవత్సరాలు - 2017-18 (35.5 lakh tonnes అన్ని పప్పుధాన్యాలు, ఎక్కువగా చనా), 2018-19 (28.6 lt), 2022-23 (5.2 lt కంది - మహారాష్ట్ర, కర్ణాటక, AP కంది రైతులకు four-year guaranteed procurement scheme క్రింద). 2023 G-to-G మొజాంబిక్ కంది deal disrupt అయిన తర్వాత కంది procurement విస్తరించారు. పరిమితులు

Procurement reactive - post-harvest crash తర్వాత 4-8 వారాలు ఆలస్యంగా తెరుచుకుంటుంది; ఈ లోపు చిన్న రైతులు commission agents కు అమ్మేస్తారు. Storage shortages operations ను ఆపుతాయి. Per-farmer caps medium, large గ్రోవర్‌ల MSP coverage ను పరిమితం చేస్తాయి. Sub-MSP ధరల్లో disposal central PSS budget కు నష్టాలు. Yellow peas, ఇతర substitutes imports periodically domestic ధరలను suppress చేసి procurement volumes పెంచుతాయి.
