Coffee Development Programme (CDP) అనేది Ministry of Commerce and Industry కింద Coffee Board of India యొక్క ముఖ్య grower-support స్కీం. ఇందులో replanting and rejuvenation subsidy component పాత, తక్కువ దిగుబడి ఇచ్చే కాఫీ blocks ను uproot చేసి మెరుగైన planting material - ముఖ్యంగా rust-resistant arabica selections Cauvery (Coffee Arabica Cauvery Catimor), Chandragiri (Coffee Arabica Chandragiri), Sln 9 / Sln 12 (Coffee Arabica Sln 9 Saln 12), high-yield robusta హైబ్రిడ్ CxR (Coffee Robusta Cxr Coffea Canephora) - తో replant చేయడానికి cost లో కొంత భాగాన్ని reimburse చేస్తుంది.
పరిచయం
భారతీయ కాఫీ plantings లో 30-50 సంవత్సరాలకు పైగా పాత bushes ఎక్కువ; వాటి productivity తగ్గింది, leaf rust, white stem borer తాకిడి పెరిగింది. ఇలాంటి blocks turnover ను వేగవంతం చేయడం, జాతీయ సగటు దిగుబడిని (700-900 kg/ha; ప్రపంచ సగటు 800-1,000 kg/ha) పెంచడం, అంతర్జాతీయ ధర హెచ్చుతగ్గుల నుండి smallholder ఆదాయాన్ని stabilise చేయడం CDP subsidy ఉద్దేశ్యం.
అర్హత
- కర్ణాటక, కేరళ, తమిళనాడు, ఆంధ్రప్రదేశ్ (అరకు), ఒడిశా (కోరాపుట్), ఈశాన్య రాష్ట్రాల 13 notified coffee districts లో registered కాఫీ రైతులు
- 10 hectares లోపు small grower పెద్ద estates కంటే ఎక్కువ per-hectare subsidy పొందుతారు
- Replant చేయాలనుకుంటున్న blocks కనీసం 25-30 సంవత్సరాల పాతవి లేదా uneconomic అని నిరూపించాలి
- Coffee Board approved nursery నుండి planting material తీసుకోవాలి, zone కు CCRI-released లేదా Board-recommended రకాన్ని వాడాలి
లాభం, నిర్మాణం
Physical milestones కు అనుగుణంగా instalments లో సబ్సిడీ:
- Uprooting, pit-digging (year 0)
- Planting (year 0-1)
- Maintenance, gap-filling (years 2-3)
- Successful establishment audit (year 3-4)
Small growers కు ఎక్కువ unit-cost సబ్సిడీ (సాధారణంగా per-hectare lump sum గా notify చేస్తారు); 10 hectares పైబడిన estates కు తక్కువ. CDP లోనే parallel sub-components - water augmentation (farm ponds, sprinkler irrigation), wet processing pulping unit subsidies, mechanisation, pollination beekeeping సపోర్ట్.
అమలు
దగ్గర్లోని Coffee Board Sub-Office లో land records, block plan, ఎంచుకున్న variety mix, planting material తీసుకునే Board nursery వివరాలతో దరఖాస్తు పెట్టాలి. Coffee Board Junior Liaison Officers inspection చేస్తారు - uprooting, planting density, approved varieties వాడకం verify చేసిన తర్వాతే instalment విడుదల అవుతుంది.
