National Agricultural Cooperative Marketing Federation of India (NAFED) అనేది Price Support Scheme (PSS) కింద పప్పులు, నూనె గింజలు, కొప్రా procurement చేసే central nodal agency. Department of Consumer Affairs కింద buffer stock operations కూడా చేస్తుంది. Multi-State Co-operative Societies Act 1958 ప్రకారం 1958 జనవరి 26న registered. భారతదేశంలోని member cooperatives ఈ సంస్థ యజమానులు.

PSS procurement mandate

రాష్ట్ర మండీ ధరలు notified పప్పులు, నూనె గింజలకు MSP కంటే తక్కువగా పడిపోతే DA&FW NAFED ను procurement కు designate చేస్తుంది. Procurement chain:

  • రాష్ట్ర అభ్యర్థన మీద DA&FW procurement notification ఇస్తుంది
  • NAFED రాష్ట్ర cooperative federations తో MoU చేస్తుంది — APMARKFED (AP), MARKFED (తెలంగాణ), KAPPEC (కర్ణాటక), MAHFED (మహారాష్ట్ర), HAFED (హర్యానా), MARKFED (పంజాబ్)
  • ఆ agencies రైతులను register చేసి, FAQ specifications తో notified centres లో delivery తీసుకుని, weighment, grading చేసి MSP ను Aadhaar-linked bank account లో జమ చేస్తాయి
  • స్టాక్ NAFED warehouses లో consolidate చేసి tenders, retail, processing, buffer transfer ద్వారా dispose చేస్తారు

Pulses buffer stock

Price Stabilisation Fund framework కింద NAFED 20-30 lakh tonnes పప్పుల (కందులు, మినుములు, శనగలు, పెసలు, మసూర్) strategic buffer maintain చేస్తుంది. ఈ స్టాక్ ఇలా వాడతారు:

  • Retail price spikes ను తగ్గించడం
  • Public Distribution System (PDS) కు సరఫరా
  • Mid-day meal, ICDS welfare schemes కు సరఫరా
  • Open market లో tenders ద్వారా release చేసి volatility తగ్గించడం

Bharat Dal — retail brand

జులై 2023లో కేంద్రం "Bharat Dal" launch చేసింది — Rs 60/kg కు చనా దాల్, NAFED, NCCF, Kendriya Bhandar retail outlets లో. NAFED chana buffer stock నుండి concessional ధరల్లో అమ్ముతారు. ఈ brand extend అయింది:

  • Bharat Atta — Rs 27.50/kg గోధుమ పిండి
  • Bharat Rice — Rs 29/kg
  • Bharat Moong Dal — Rs 107/kg

ఈ retail interventions NAFED procurement stocks ను వాడి private retail mark-ups ను bypass చేస్తాయి, ఎన్నికలు, పండగ demand peaks లో food inflation stabilise చేస్తాయి.

Edible-oil procurement, NMEO

PSS కు మించి NAFED National Mission on Edible Oils — Oilseeds (NMEO-Oilseeds), Oil Palm mission (NMEO-OP) లో పాల్గొంటుంది. ధరలు పడిపోయినప్పుడు సోయాబీన్, ఇతర oilseeds procurement చేస్తుంది. ఆంధ్రప్రదేశ్, తెలంగాణ, ఈశాన్య రాష్ట్రాల్లో oil palm fresh-fruit-bunch (FFB) pricing కు support ఇస్తుంది.

పరిమితులు

NAFED procurement reactive — రాష్ట్రం అడిగాక, కేంద్రం approve చేశాకే open అవుతుంది; సాధారణంగా post-harvest crash తర్వాత 4-8 వారాలు ఆలస్యం. Peak intake లో storage, gunny shortage slow చేస్తాయి. Sub-MSP disposal వల్ల PSS budget మీద నష్టాలు. ఒక రైతుకు 25-40 quintals quantity cap.
